Not all Special characters are correct -> transfer fail

I have a file on a server with as name
Beşiktaş Kulübü
but this file is displayed as
Besiktas Kulübü
When trying to transfer the file, the message "The system cannot find the file specified" appears.

However, in the same folder (!), other files with special characters are displayed and transferred correctly. These have file names like:
FENERBAHÇE
NK ŠIROKI BRIJEG1
Brøndby

I've tried to change the UTF-8 setting (on/off/auto), but this doesn't change the result.
Other programs (e.g., Plesk), displays the filename correct (with the ş characters).

Please help how to transfer these files (without having to rename them directly on the server)

I've tried both in the latest version 4.3.6 and in version 5.0.5 beta. Both versions experienced exactly the same problem.

Please post a full log file showing the problem.

To generate log file, enable logging, log in to your server and do the operation and only the operation that causes the error. Note that passwords and passphrases not stored in the log. You may want to remove other data you consider sensitive though, such as host names, IP addresses, account names or file names (unless they are relevant to the problem). If you do not want to post the log publicly, you may email it to me. You will find my address (if you log in) in my forum profile. Please include link back to this topic in your email. Also note in this topic that you have emailed the log.
