Multiple password prompts in 3.8.0

Why does this newer version prompt for one's password again when initiating a file transfer when the user has already authenticated to connect?

This happens only if you transfer files on background, what requires new connection (and new authentication). There were no change in that since background transfer were introduced. You may have disabled saving a password to be reused for background transfers. See preferences.
