Allow each host to specify default Transfer Settings

A few hosts I connect to disallow setting file time/permission after uploading a file, so I see the "Upload of file .. was successful, but error occurred while setting the permissions and/or timestamp" error

It would be useful to be able to specify default Transfer Settings to use for a particular host.
