winscp and debian utf-8

for some reason winscp does not seem to talk correctly to a openssh-server 4.3p2-7 via sftp v3 protocol.

the servers locale is LANG=en_US.UTF-8, and therefor directory and file names may contain utf-8 characters.

did i miss a configuration option?
