How does one post an HTML web page

Have made my page in HTML. Can make it work on my computer. Have been trying for a couple of days to figure out how to get it on the web using WinSP but can't figure it out. Am hoping for someone to tell me the steps to do it. I have logged on. I have transfered the pages. All looks good but now what do I do to turn the site on? I feel so ignorant.
