Network Error: Connection Refused

I keep getting this error when trying to add my Ip address in Winscp. I have done it multiple time using the username : root and Password : alpine.

I then click "login" and get this error "Network Error: Connection Refused". it has the option to click "ok", "reconnect", and "cancel"

I am running windows xp pro.

How can I fix this? Is it something to do with my router?
